Azgari Foundation is a Delaware 501(c)(3) public charity — IRC §170(b)(1)(A)(vi) — with an active SAM.gov registration and an IRS determination effective December 1, 2025. Programs are free to participants and always will be.

Populations we serve

Young people ages 14–25 referred by partner organizations, with a focus on youth in and aging out of foster care, current and former Preparation for Adult Living (PAL) participants, young adults exiting the juvenile justice system, Community-Based Care (CBC) referrals, and unaccompanied youth facing housing instability — priority populations under WIOA Title I Youth Formula, Chafee Foster Care Independence, and Youth Homelessness Demonstration Program (YHDP) funding streams. Participants ages 14–17 enroll with parental or guardian consent.

Outcomes we track
  • Credential attainment — certificates of completion across five programs
  • Employment or self-employment at exit, 6- and 12-month follow-up
  • Revenue generated by participant-owned businesses
  • Housing stability at exit and follow-up
  • Median earnings twelve months post-program
Funding vehicles we accept
  • WIOA Youth Formula contracted services (in- and out-of-school youth)
  • Chafee Foster Care Independence Program grants
  • HUD Youth Homelessness Demonstration Program and CoC awards
  • Texas Workforce Commission (TWC) workforce and apprenticeship contracts
  • SBA PRIME and community capital-access programs
  • Foundation program-related and mission-related investments
  • Corporate philanthropy, employee giving, and student sponsorship

Funder briefings, letters of support, site visits, and outcome reporting plans prepared on two weeks' notice. Determination letter and financials available on request.

Refer a young person

Referrals are how every seat gets filled.

Enrollment is closed-cohort by design: the Foundation does not solicit or enroll members of the general public. Foster-care, workforce, community-based care, school, and juvenile-justice organizations refer eligible young people under written agreements.

  • Email fosteryouthinitiative@azgari.org with the candidate's name, age, and contact information, plus a brief note on background
  • We follow up directly with the candidate within two business days
  • New partner organizations: we'll walk you through the written agreement and consent process for minors

Youth First Community — program delivery partner: co-delivers programs, refers eligible young people, and provides wraparound support.

Stephen Braggs Youth Foundation — Austin-area 501(c)(3) founded by retired NFL player Stephen Braggs, supporting foster youth ages 13–22 with housing stability, financial literacy, and mentorship.
